Born into an ecclesiastical family〔His father was the Right Reverend Joshua Hughes, Bishop of St Asaph from 1870 to 1889, ()〕 he was educated at Shrewsbury and Balliol College, Oxford and ordained in 1871. He was a curate in Neath from 1872 to 1877, vicar of Newcastle, Bridgend〔(Founder of St Theodore’s Church )〕 and then Llantrisant〔(Llantrisant time line )〕 before his ordination to the episcopate.〔”The Clergy List" London, Kelly’s, 1913〕
The Dahlia 'Bishop of Llandaff' was selected by him and named in his honour.
